Who Added an Algorithm to New York State's Voter Registration Roll, and Why?

Altering a State Board of Election Voter Registration Database Is Prima Facie Evidence of Election Fraud

The all-volunteer citizens' group New York Citizens Audit (NYCA) has proven an algorithm was added to the New York state's voter registration roll that appears designed to insure the certification of fraudulent voter reequests for absentee ballots.

"The algorithm involved is a complex mathematically driven cryptographic scheme that involves National Security Agency-level of complexity," claims Andrew Paquette, formerly one of the principal NYCA analysts who discovered and validated what Paquette has described as a "Spiral Cipher" recoding of the New York state voter registration voter roll. This cipher facilitates the identification and hiding of falsified voter registrations that can be seriptuously recalled by the algorithm's creators to request, vote, and certify absentee ballots as needed ballots cleverly manipulated to defy state and county certification officials from recognizing the ballots as fraudulent.

Paquette concluded that at the New York State Elections Board level the Spiral Cipher algorithm was used to map a voter's County Identification Number (CID) onto a freshly created New York State Board of Elections Identification Number (SBOEID). The scheme incremented the manipulated resulting SBOED by a predetermined number sequence that altered the SBOED's row position in the voter roll. The end result is that New York state voters receive SBOEID numbers that bear no relationship to the time sequence of their voter registrations.

In the process of mapping CID numbers onto Spiral Cipher created SBOED numbers, whoever implemented the Spiral Cipher at the New York State Elections Board level could take advantage of the cyrptogrophic scheme to "clone" falsified voter records onto what appear to be "legitimate" SBOED numbers for voters that in reality do not exist.

Once created, the cryptographically crated SBOEID numbers are reshuffled into the voter rolls through a variation of what is known as the "Caesar Cipher"—a method of coding messages that has been used since the time of Julius Caesar. The end result is that SBOEID numbers are assigned a new ID number known only to the cryptographer.

Placing an algorithm into a state voter registration roll appears a clear violation of state elections laws.  Election law through the United States specify that state boards of elections have a responsibility to maintain voter integrity. This standard would clearly appear to make illegal the altering of a state voter registration role with a cryptographic cipher that would permit the creation and the hiding of false voter registration records.

The Spiral Cipher appears to have been designed to hide and track fraudulent voter registrations in the voter registration data base, such that a bad actor on the inside of the cryptographic scheme could activate a specified number of fraudulent voters to request absentee ballots. Subsequent to that request, mail-in ballots could be printed with the fraudulent SBOEID number of the fraudulent voters requesting mail-in ballots.

When voted, the fraudulent mail-in votes would be certifiable because the SBOEID numbers of the fraudulent mail-in votes would correspond with the SBOEID numbers of the fraudulent voters requesting mail-in ballots. Given the complexity of the Spiral Cipher, election board certification officials (especially at the county level) would not easily be able to determine if a given mail-in ballot was fraudulent, even if that was the case.

This particular Spiral Cipher scheme would appear to be idea to a strategy on behalf of bad actors who needed to suspend vote tabulations on election night because a preferred candidate lacked the votes to win. During the tabulation pause, enough fraudulent mail-in votes would be "requested" from the pool of SBOEID-burried fraudulent registrations to win. When tabulation resumed, the preferred candidate would suddenly overtake the opponent in a pattern designed to continue until the preferred candidate won. The election fraud would be difficult to challenge legally precisely because the fraudulent mail-in votes were certifiable.

In a 2023 article entitled "The Caesar Cipher and Stacking the Deck in the New York State Voter Rolls," published in the Jounal of Information Warfare, Paquette explained the NYCA's hypothesis that systematic election fraud "is built into New York's electoral process" to accomplish the following:

1.   False voters were introduced into the voter rolls;

2.   Records belonging to false voters were covertly tagged via an algorithm for easy retrival when needed;

3.   Absentee ballots were requested by false registrants;

4.   Ballots and ballot envelops were gathered at central collection points;

5.   Fraudulently generated ballots were set in fraudulently obtained ballot envelopes;

6.   False voter records were updated to reflect false votes; and

7.   After certification, false voter records were manipulated to disguise their purpose and history.

In his 2023 paper, Paquette noted the following:

• There are hundreds of thousands of illegally generated registrations in the official NYSBOE [New York State Board of Education] voter rolls. The exact number is unknown, but it is not less thatn about 338,000 for registrations active for the 2020 General Election (NYCA 2022). If other elections are included, the number of apparently illegal registrations jumps to between 1.2 and 1.4 million.

• Pacquette currently estimates that his recent investigations suggest the number of illegal registrations originally estimated as between 1.2 and 1.4 million closer to a minimum of 2 million.

None of the arguments presented here "prove" the 2020 general election was "stolen" by Joe Biden in New York, or anywhere else. The point of this article is to raise questions about voter integrity, especially since similar algorithms have been found in several other state board of election voter registration rolls, including importantly in Ohio.

In conclusion, let us stress that the concern in writing this article is to preserve voter integrity. The findings are not alledging any particular election in New York state or elsewher was fraduelent. This article is a plea for additional investigation.
